UP Principles for Responsible Artificial Intelligence
- Upon request of Regent Pagdanganan, Dr. Emmanuel Lallana briefly introduced himself to the Board of Regents, particularly his works and background related to artificial intelligence (AI). He then presented and explained each of the proposed UP Principles for Responsible Artificial Intelligence (AI), as follows: 1) Common Good; 2) Empowerment; 3) Cultural Sensitivity; 4) Privacy; 5) Accountability; 6) Meaningful Human Control; 7) Transparency; 8) Fairness; 9) Safety; 10) Environment Friendly; 11) Primacy of Learning Goals; 12) Human Capital Development; 13) Capacity Building; 14) Education Management and Delivery; and 15) Collaboration. He emphasized that the principles are based on best practices by international organizations such as the Organisation for Economic Co-operation and Development (OECD), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the US White House, and other organizations from the United States and Australia.
- Dr. Lallana clarified that the AI that should be developed and used in UP should serve the public good so that everyone should benefit from it. The University should be responsible for the AI systems that will be developed to ensure that it is transparent, fair, without gender or other biases, safe, does not threaten human lives, is environment friendly, collaborative, and accountable. He reported that there were consultations done and that they received varied responses coming from students, faculty members, and even from a class that used the guidelines for producing a report.
- Regent Pagdanganan inquired about the involvement of the faculty of the College of Engineering in the drafting of the principles, to which Dr. Lallana explained that he has been working closely with the AI experts from the College of Engineering on this initiative. He said that the AI initiative is part of the overall digital transformation program of President Jimenez. He likewise acknowledged the need for representatives from various sectors, particularly the researchers, that would constitute the subsequent committee that would flesh out the principles into policies, programs, and projects.
- Regent Ramota raised the concern that the agenda item that has been set as agenda item for the Board, and even the presentation during the BOR Briefing on 22 August 2023, were only the AI principles laid down earlier by Dr. Lallana. He noticed, however, that in the document that was submitted to the BOR for approval, there is now a proposed organizational structure in the form of the Advancement Committee and Advisory Board, which he believes is another matter that must be discussed separately by the Board as it involves the composition and selection of a governance body for AI. He emphasized that it is very important to focus on the general principles first and then the organizational structure later. President Jimenez clarified that there is no organizational matter, only a committee that will be tasked to lay out the organizations and recommendations.
- Regent Ramota also brought up the concern raised by some faculty members, particularly from the UP Diliman College of Engineering who are interested and involved in AI-related programs, that they were not included or were not part of the discussions/consultations on the IA principles. Additionally, he echoed the concerns of some members of the UP Diliman University Council that the AI principles should have been referred to the University Councils of the CUs, given that it is an academic matter, and the Board has affirmed in the previous meetings the primacy of the University Council over academic matters. Dr. Lallana expressed surprise to learn about such reactions since he has continuously been consulting with all sectors, especially with the experts from the UP Diliman College of Engineering, regarding the proposed AI principles.
- Regent Pagdanganan said that there are inherent challenges in the process—one is coming up with universal principles on AI that are acceptable and the other is engaging people to adopt and implement the principles. He manifested that there are no problems with the universality of the principles presented but he requested the President to ensure the inclusivity of all stakeholders, especially the “enablers” of AI. Regent Mark Go expressed his appreciation that UP, as the national university, took the initiative of coming up with a set of policy guidelines on responsible AI. He shared that in his privilege speech in Congress, he recommended training at least one million Filipino people about AI, starting with the students, faculty, and staff in UP.
- Regent Trinidad commended President Jimenez for taking the first steps in creating policies and frameworks for artificial intelligence as it will become the blueprint for other higher education institutions. She manifested the request of students, particularly of UP Open University, to ensure that provisions on digital rights and data privacy will be included later since it will be a living document. She also mentioned putting in place a mechanism for participation and transparency where the representatives of the different sectors and stakeholders may be involved.
- After further discussions and clarifications, Regent Go moved that the Board approve the UP Principles for Responsible Artificial Intelligence as presented, and to grant the UP President the authority to organize a committee to implement the AI principles. Regent Tiongco seconded the motion. There being no objections, the same were approved.
- Regent Pagdanganan recommended encouraging and tapping the “enablers” and interested faculty members to participate actively in the committee that will be formed by President Jimenez. Regent Go requested permission to allow him to use some of the AI principles in his discussions with the House Committee on Higher and Technical Education and with other state universities and colleges, which the Board wholeheartedly approved.
